EmpoweerNEET Project: Call for Training Providers (Lebanon)

Training Providers Lebanon are invited to apply for the EmpoweerNEET project. The call supports delivery of training on SSE, entrepreneurship, and employability skills for NEET youth.

Business Consultancy and Training Services (BCTS) launches a call for training providers under the EmpoweerNEET project in Lebanon. The call aims to support the delivery of a capacity-building programme on Social and Solidarity Economy (SSE), entrepreneurship, and employability skills.

The selected provider(s) will deliver a comprehensive training programme for up to 50 young people who are not in education, employment, or training (NEETs). The programme will follow a blended approach, combining online and in-person sessions, from June to October 2026. It will also include a final participant showcase.

About the project

EmpoweerNEET strengthens the employability and socio-economic inclusion of NEETs across the Mediterranean region. The project supports youth and women by developing their skills, entrepreneurial capacities, and engagement in the Social and Solidarity Economy.

In Lebanon, Business Consultancy and Training Services (BCTS) leads the implementation of a structured programme. It combines training, mentoring, and practical learning activities.

Objective of the call

This call aims to select qualified training providers. The selected provider(s) will deliver the training programme and support participants throughout their learning journey.

Scope of work

The selected provider(s) will:

  • Deliver a 40-day training programme (online and in-person)
  • Facilitate interactive and practical learning sessions
  • Provide mentoring, coaching, and follow-up support
  • Guide participants in developing practical outputs
  • Organise and facilitate a final pitching or showcase event

Training structure

The programme includes five learning cycles:

  1. Employability and professional readiness
  2. Social entrepreneurship and SSE foundations
  3. Business planning and financial literacy
  4. Digital skills and communication
  5. Leadership and transition pathways

Target group

The programme targets:

  • Young men (18–30 years) and women (including women above 30)
  • NEETs (not in education, employment, or training)
  • Individuals with limited access to training and employment opportunities in Lebanon

Key responsibilities

The selected provider(s) will:

  • Deliver training in line with the approved curriculum
  • Adapt delivery methods to the local context
  • Apply participatory and learner-centred approaches
  • Provide training materials and tools
  • Support participant engagement and progress
  • Contribute to reporting and evaluation

Eligibility criteria

Applicants must demonstrate:

  • Proven experience in delivering training (SSE, entrepreneurship, employability, or digital skills)
  • Strong facilitation and participatory training skills
  • Experience working with youth and vulnerable groups
  • Availability to deliver sessions in Lebanon (online and in-person)
  • Ability to deliver training in Arabic (mandatory) and English (preferred)

Applicants must submit:

  • Technical proposal (methodology and approach)
  • Financial proposal
  • CVs of proposed trainers
  • Evidence of relevant experience
