Creative and Cultural Industries (CCIs) across the Mediterranean continue to face significant barriers, particularly in securing funding for innovation, sustainability, and internationalization. Beyond financial constraints, Small and Medium-sized Enterprises require specialized platforms, training resources, and upskilling opportunities to adopt digital tools and meet the demands of the green transition. A resilient ecosystem also depends on stronger alignment with EU strategies and deeper crossborder collaboration.

As part of Activity 3.1 – Compilation of possible tools and innovationdriven models for a new CCItailored service numerous digital tools and models available online were first categorized in clusters by function and theme. Project partners then evaluated them using structured criteria and decision matrices. Based on their scores, selected tools and models were mapped into SWOT dashboards, providing a visual representation of strengths, weaknesses, opportunities, and threats. The results reveal clear synergies, recurring gaps, and strategic opportunities for the MEDinCHAMBERS service.

Funding Gaps as a Systemic Weakness

Across nearly all clusters, limited funding options emerged as a core weakness. While some tools under the cluster “Services and Business Support Instruments” and several “Models” offer accessible funding pathways, these remain exceptions. For most tools, the absence of integrated financial support mechanisms restricts Small and Medium-sized Enterprises’ ability to translate knowledge into action. This highlights a critical ecosystem gap: tools often provide guidance for the green transition but lack the financial means needed for implementation.

Training and Digital Upskilling as a Strategic Priority

Tools under the cluster “Training and Capacity Building Initiatives” offer strong content and reliable knowledge resources, addressing the sector’s urgent need for digital and green skills. Their impact is further strengthened by the practical, handson orientation of the cluster “Operational and Assessment Tools” and several “Models”, which support experimentation, selfassessment, and systemic change.

Policy Alignment and Compliance Support

Tools categorized under the cluster “Policy Measures and Recommendations” and several “Models” demonstrate high potential for supporting longterm policy alignment. Combined with operational tools, they enable Small and Medium-sized Enterprises to measure and demonstrate compliance with evolving EU regulations such as Ecodesign for Sustainable Products Regulation (ESPR), Corporate Sustainability Reporting Directive (CSRD), the Digital Product Passport, and Extended Producer Responsibility.

Networking Limitations and the Role of Digital Platforms

A recurring weakness across clusters is the limited availability of networking and collaboration features. This gap can be addressed through the integration of the clusters “Digital Platforms and Knowledge Hubs” and “Business Support Instruments”, which offer strong collaboration functionalities and can serve as key enablers for crossborder cooperation.

Accessibility Barriers and the Paywall Problem

One of the most consistent weaknesses identified across the evaluation matrices and the respective visual SWOT dashboards is the paywall barrier. Many tools require partial or full payment, creating accessibility challenges for Small and Medium-sized Enterprises . On the contrary “Models” consistently offers mostly free access, revealing a significant disparity in affordability.
