PWEG leader of the initiative “Mediterranean initiative to REgenerate wastewater Sludges for Optimal Use towaRd a Circular Economy”, funded by the European Union (EU) under the Interreg NEXT MED Programme, is seeking a highly experienced and skilled senior expert to lead Work Package 5 (WP5) under the MedRESOURCE project, focusing on the development and improvement of policies and regulatory frameworks for the safe and sustainable reuse of wastewater sludge in agriculture.

Main Responsibilities

  • Lead and coordinate WP5 activities on policies and regulatory frameworks related to wastewater sludge reuse in Palestine, Jordan, Tunisia, and Italy.
  • Conduct comparative analysis of national regulations and benchmark them against EU directives and international standards.
  • Identify gaps, barriers, and inconsistencies in existing policies that affect safe sludge reuse and provide practical recommendations for improvement.
  • Support the development of policy guidelines and operational frameworks to enhance sustainable sludge management and circular economy applications.
  • Lead policy dialogue and stakeholder engagement processes with ministries, water authorities, environmental institutions, and agricultural bodies.
  • Organize and facilitate policy discussions, roundtables, and consultation meetings with relevant stakeholders.
  • Prepare reports, policy analysis documents, and Guidelines for policies development.

Essential Qualifications and Experience

  • Master’s degree (or equivalent) in Environmental Policy, Environmental Engineering, Water Resources Management, Public Policy, Law, or related fields.
  • Extensive professional experience in environmental governance, water policies, waste management policies, and regulatory frameworks.
  • Proven experience in policy development, regulatory analysis, and institutional reform processes.
  • Strong knowledge of environmental legislation, particularly related to wastewater, sludge management, and circular economy.
  • Experience working with ministries, regulatory bodies, and international organizations or EU-funded projects.
  • Strong ability to conduct comparative policy analysis and prepare strategic policy documents and guidelines.
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Strong report writing and analytical skills in English and Arabic.
