EmpoweerNEET Needs Assessment Provides Evidence Base for Training Curriculum Development

The EmpoweerNEET MED project completed a transnational needs assessment to guide the development of an evidence-based training curriculum for NEETs across partner countries.

As part of the implementation of the EmpoweerNEET project, partners have successfully completed a transnational needs assessment to guide the development of the WP3 capacity-building programme for NEETs across partner countries.

The main objective of this activity was to gain a clearer understanding of the challenges, skills gaps, and opportunities faced by young people Not in Employment, Education, or Training (NEETs). In addition, the assessment explored national Social and Solidarity Economy (SSE) ecosystems, thematic priorities, and preferred training approaches. This process ensured that the future training curriculum is both evidence-based and locally relevant.

A collaborative transnational process

The assessment was carried out through close collaboration among all project partners. Each partner contributed to data collection and contextual analysis in their respective countries.

Overall, 54 responses were collected across the consortium. This result exceeded the initial target and provided a solid evidence base for the next stage of curriculum development.

Key findings

The analysis focused on several core dimensions, including the main barriers faced by NEETs, the most relevant skills for improving employability, and the preferred training topics and delivery methods in different national contexts.

The findings revealed persistent challenges, particularly:

  • limited access to training opportunities
  • lack of professional experience and skills
  • financial constraints
  • low self-confidence among young people

At the same time, the assessment highlighted strong demand for the development of:

  • entrepreneurial skills
  • communication skills
  • digital competencies
  • problem-solving abilities

These results confirm the importance of tailored and practical training approaches that respond to both individual needs and labour market realities.

From evidence to action

The outcomes of the needs assessment have directly informed the structure of the EmpoweerNEET training curriculum, which is currently being finalised in close cooperation with project partners.

Furthermore, the findings will support the implementation phase by ensuring coherence at transnational level, while allowing flexibility to adapt training activities to local contexts.
