As part of the EUSEEDS project (Enable, Upgrade and Spread Employability, Entrepreneurship and Digital Skills), co-funded by the European Union under the Interreg NEXT MED Programme, The Palestinian Information and Communications Technology Incubator (PICTI), responsible for the establishment and operationalization of six university innovation centers in Palestine, is launching a call to engage an External Technical Consultant to lead the validation, standardization, and documentation of procurement-ready requirements for these centers, in line with the programme’s financial and procurement framework.
Objective of the Assignment
The objective of this consultancy is to: define, validate, standardize, and document comprehensive, procurement-ready technical requirements for equipping six university innovation centers, ensuring alignment with EUSEEDS project objectives, operational functionality, international standards, and EU-compliant procurement principles.
The assignment will result in:
- Validated functional and technical requirements per center
- Harmonized yet context-sensitive equipment frameworks
- Vendor-neutral technical specifications and Bills of Quantities (BoQs)
- Complete tender-ready procurement documentation
Qualifications and Experience
The Consultant must have:
-Minimum 7–10 years of relevant experience in:
- ICT infrastructure design
- Innovation/technology center setup
- Technical specifications and tender preparation
-Proven experience with:
- Universities or innovation ecosystems
- Donor-funded projects (EU experience is an asset)
-Strong analytical, technical writing, and documentation skills
