Selection of a Travel Agency for the Organization of a Transnational Exchange Visit in Ragusa, Sicily (Italy)

PROTECHMED Project – INTERREG NEXT MED 2021–2027

Contracting Authority

The Union Tunisienne de l’Agriculture et de la Pêche (UTAP), Tunisian partner in the INTERREG NEXT MED Programme 2021–2027, launches a public consultation to select a travel agency responsible for organizing a transnational exchange visit within the framework of the PROTECHMED Project (Ref. AT1.1_0461 – Promoting Innovative Solutions for the Technological Transition of the Mediterranean Horticultural Sector).

Project Context

The PROTECHMED project aims to support the technological transition of the Mediterranean horticultural sector by promoting eco‑innovative solutions for greenhouse production. The project focuses on improving water and energy efficiency through smart technologies such as photovoltaic systems and decision‑support tools.

The project brings together more than 300 stakeholders from Greece, Italy, Malta, Tunisia, Lebanon and Turkey to strengthen cooperation between research institutions and agricultural enterprises. Activities include technical training for more than 150 technicians, collaborative innovation events, and the development of a roadmap for sustainable food production models.

Purpose of the Call

UTAP intends to contract a Tunisian travel agency to organize the logistical arrangements for a transnational exchange visit in Ragusa, Sicily (Italy). The visit will take place from 5 to 7 May 2026.

Travel schedule:
– Departure from Tunisia: 4 May 2026
– Return to Tunisia: 8 May 2026
– Total duration: 4 nights
The mission concerns a Tunisian delegation composed of 5 participants.

Expected Services

  • Preparation and management of visa application procedures (appointment booking, document preparation and submission support).
  • Reservation and issuance of round‑trip flight tickets (Tunisia – Italy – Tunisia).
  • Hotel booking in Ragusa for 5 participants for 4 nights with half‑board accommodation.
  • Provision of travel insurance for all participants.
  • Organization of airport–hotel–airport transfers.

Eligibility Requirements

  • Be legally established in Tunisia and authorized to operate as a travel agency.
  • Demonstrate proven experience in organizing international group travel.
  • Provide references for similar services carried out for institutions or internationally funded projects.

Submission Deadline

Applications must be submitted in sealed envelopes to the UTAP Central Registry Office in Tunis no later than 20 March 2026 at 12:00 (Tunis time). Electronic submissions are not accepted.

Evaluation

Eligible proposals will be evaluated by an appointed committee based on technical and financial criteria. The technical evaluation represents 80% of the final score and the financial evaluation 20%. The contract will be awarded to the offer presenting the best overall value based on this combined scoring system.
